Potensi Collaborative Governance dalam Optimalisasi Pemanfaatan Lahan Perusahaan melalui Kemitraan Multipihak bagi Peningkatan PAD dan PADes

Abstract

Optimizing the utilization of corporate land is a strategic approach to enhancing regional and village fiscal capacity through productive economic activities involving multiple stakeholders. In Lebak Regency, the existence of extensive corporate land resources provides significant opportunities to increase Regional Original Revenue (PAD) and Village Original Revenue (PADes). However, the utilization of this potential continues to face challenges related to governance, coordination, and stakeholder collaboration. This study aims to analyze the potential of collaborative governance in optimizing corporate land utilization through multi-stakeholder partnerships to enhance PAD and PADes in Lebak Regency. The research employed a descriptive qualitative approach supported by quantitative data. Data were collected through document analysis, in-depth interviews, and secondary data analysis related to land management and regional economic development. The findings reveal that corporate land in Lebak Regency possesses substantial potential, covering an area of 4,611.75 hectares with diverse economic commodities and business opportunities that can contribute to increasing PAD and PADes. Nevertheless, its utilization remains suboptimal due to unequal land distribution, the lack of integrated cross-sectoral development, and weak coordination among stakeholders. The study proposes a collaborative governance model emphasizing four key dimensions: starting conditions, facilitative leadership, institutional design, and collaborative processes. The model demonstrates that effective collaboration among local governments, private companies, regional-owned enterprises, and village governments has the potential to improve governance effectiveness and strengthen regional and village fiscal capacity in a sustainable manner.
