Abstract

Creative economy development has become an important strategy for enhancing regional competitiveness and promoting sustainable economic growth. Its implementation requires multi-stakeholder collaboration involving government, academia, businesses, communities, and media, as conceptualized in the Pentahelix model. Banten Province possesses considerable creative economy potential; however, its development continues to face various challenges that require stronger stakeholder synergy. This study aims to examine the implementation of the Pentahelix model in creative economy development at the Tourism Office of Banten Province, identify the roles and contributions of each stakeholder, and analyze factors affecting the effectiveness of collaboration. The study employed a descriptive qualitative approach using a case study method. Data were collected through semi-structured interviews with 18 informants representing government institutions, academics, business actors, communities, and media organizations. The findings were further supported by participatory observation and document analysis. The results reveal that the Pentahelix collaboration in Banten Province remains at an emerging stage, characterized by program-oriented, short-term, and government-driven collaboration patterns. The Tourism Office serves as the dominant orchestrator in coordinating collaborative activities, while non-government stakeholders have not yet fully functioned as strategic partners. The effectiveness of collaboration is constrained by weak cross-sector coordination, the absence of a permanent collaborative forum, limited supporting infrastructure, and low digital literacy among creative economy entrepreneurs. Strengthening institutional collaboration and stakeholder engagement is therefore essential to achieving sustainable creative economy development in Banten Province.
