Penguatan Reformasi Birokrasi di Pemerintah Daerah Kabupaten Rembang Melalui Peningkatan Kapasitas Aparatur

Bureaucratic reform has become a strategic agenda for improving governance quality, public service performance, and institutional accountability within local governments. However, the successful implementation of bureaucratic reform depends not only on regulatory compliance but also on the capacity of public officials to formulate operational, measurable, and sustainable action plans. This community service activity aimed to strengthen the capacity of public officials in the Government of Rembang Regency in designing bureaucratic reform action plans based on organizational problems and performance improvement needs. The activity involved 50 participants representing regional government agencies and subdistrict offices. The implementation method combined community education, technical training, consultation, mentoring, and participatory evaluation. Data were collected through participatory observation, focused group discussions, document reviews, activity documentation, and analysis of participants’ work products. The results indicate an increased understanding among participants regarding outcome-oriented bureaucratic reform and the importance of evidence-based planning. Participants were able to identify priority organizational issues related to public service delivery, administrative compliance, performance management, inter-unit coordination, and monitoring mechanisms. In addition, the activity produced preliminary bureaucratic reform action plans containing problem identification, objectives, performance indicators, targets, implementation strategies, responsible actors, data sources, and evaluation mechanisms. The activity concludes that technical assistance and continuous mentoring are essential to support the transformation of bureaucratic reform from a compliance-oriented approach into a problem-solving and performance-driven practice. Strengthening the capacity of public officials is therefore critical to achieving more effective, measurable, and sustainable bureaucratic reform.
